Project Initiation Document


The Project Initiation Document (PID) outlines the main aspects of a plan for a project that is now in progress to develop and deliver an industry standard for managing property assets.  This plan was evolved and agreed by the members of the project board between December 2005 and March 2006. 

The Project Initiation Document defines the project in terms of its rationale, deliverables, customers, scope and strategy.  It also describes how it will be delivered in terms of the development process, roles and responsibilities of the principal parties, governance, sponsors and budget. The output of the project described within this document is a business management specification that will be distributed free of charge to the public. 

However, whilst the project remains viable and is moving forward, it is now apparent that the agreement contained within the Project Initiation Document is no longer appropriate and that a number of matters relating to this agreement need to be re-addressed.  At the project board meeting on 31 July 2007, it was unanimously decided to revoke the Project Initiation Document and to keep these matters under review until Consilian had completed the first three consultation papers and an outline framework for the specification.  This work is in progress and will be finished as soon as possible. 

When this work is complete, it will be possible to review the project arrangements and to consult with all interested parties about how the project is best taken forward - either in collaboration with professional institutions and other relevant bodies as a 'public good' as originally planned, or through a new arrangement.  Following these discussions and final decision, a revised Project Plan wil be put in place at the start of the production stage.
